What is CVE-2014-3999?

The Horde_Ldap library prior to version 2.0.6 is susceptible to an authentication bypass vulnerability that allows remote attackers to gain unauthorized access. This issue arises when attackers leverage knowledge of the LDAP bind user DN without the need for valid authentication credentials. Proper checks on binding parameters are necessary to safeguard against such exploitation.
