What is CVE-2016-9866?

An issue in phpMyAdmin was identified where the CSRF token was not properly sanitized from the return URL during the preference import action when the arg_separator is set to a non-default value. This flaw affects versions 4.6.x prior to 4.6.5, 4.4.x prior to 4.4.15.9, and 4.0.x prior to 4.0.10.18. Attackers could exploit this vulnerability to perform unauthorized actions on behalf of legitimate users.
