A vulnerability in Amcrest IPM-721S devices allows low-privileged users to create administrative accounts via the web interface using exposed HTTP APIs. Specifically, users in the 'user' group can invoke an API to add an admin user without proper authorization checks. This can lead to unauthorized access and full control over the device.
