What is CVE-2019-10369?

The Jenkins JClouds Plugin prior to version 2.15 contains a vulnerability that arises from a missing permission check in critical functions, specifically BlobStoreProfile.DescriptorImpl#doTestConnection and JCloudsCloud.DescriptorImpl#doTestConnection. This loophole allows users with Overall/Read access to create connections to arbitrary URLs while using credentials IDs potentially captured through unauthorized means, resulting in the leakage of sensitive credentials stored within the Jenkins system.
