What is CVE-2019-19951?

GraphicsMagick 1.4 snapshot-20190423 Q8 contains a heap-based buffer overflow in the ImportRLEPixels function located in coders/miff.c. This vulnerability allows an attacker to potentially exploit the overflow to execute arbitrary code or cause a denial of service.
