What is CVE-2019-3489?

An unauthenticated file upload vulnerability exists in the Web Client component of Micro Focus Content Manager versions 9.1, 9.2, and 9.3, specifically when the ADFS authentication method is enabled. By exploiting this vulnerability, an attacker can upload malicious files to arbitrary locations on the Content Manager server without authentication. This could potentially allow unauthorized access and manipulation of sensitive data stored within the system.
