What is CVE-2023-38948?

An arbitrary file download vulnerability exists in the /c/PluginsController.php component of jizhi CMS version 1.9.5. This flaw allows attackers to exploit the system by downloading a specially crafted plugin, which can lead to arbitrary code execution.
