A stored cross-site scripting vulnerability exists in GouguCMS version 4.08.18 that enables attackers to execute arbitrary web scripts or HTML. By injecting a crafted payload into the 'headimgurl' parameter, an attacker can manipulate the content delivered to users, potentially leading to detrimental actions such as data theft, session hijacking, or unauthorized access to user accounts.
