What is CVE-2025-69218?

An access control vulnerability exists in Discourse that allows moderators to view the top_uploads admin report, which contains direct URLs to uploaded files, including sensitive user data exports and private attachments. This report is intended to be restricted to administrators only. As a result, moderators with less privilege than intended may gain access to sensitive information, posing a security risk. This issue affects specific versions of Discourse and has been addressed in updates 3.5.4, 2025.11.2, 2025.12.1, and 2026.1.0. Users are advised to limit moderator privileges to trusted individuals until a patch can be applied.
