What is CVE-2026-115359?

OpenBao's rate limit quota subsystem has a flaw that allows valid callers to bypass configured role-based rate limits. This vulnerability arises when role resolution fails for requests containing form-encoded bodies or forwarded certificates. Consequently, quota rules specific to backend roles are not enforced, enabling repeated issuance of tokens without counting against the intended limits.
