What is CVE-2026-73635?

A resource exhaustion vulnerability exists in Apache Struts that can be exploited by unauthenticated remote clients. When a fixed locale is not configured, the framework's internal localized-text caches can grow indefinitely based on the locale provided in incoming requests. This unchecked growth can lead to Java heap exhaustion, which in turn denies service to legitimate users. Affected users are strongly advised to upgrade to Apache Struts version 6.11.0 or 7.3.0 to mitigate this issue.
