What is CVE-2026-88021?

Consul and Consul Enterprise are affected by an authorization bypass vulnerability in the Connect service mesh. This issue arises from improper character handling in service names, namespaces, and partitions while establishing Envoy RBAC rules. As a result, the authorization rules generated may match broader criteria than intended, potentially allowing unauthorized services to access restricted resources. The vulnerability has been addressed in the latest versions of Consul, specifically 2.0.4 and in Consul Enterprise versions 1.21.18, 1.22.12, and 2.0.4.
